United Nations Security Council Endorses Donald Trump's Gaza Initiative
The global body has approved proposals presented by the US president for achieving a durable ceasefire in Gaza, including the stationing of an international stabilisation force and a eventual avenue to a independent Palestine.
Widespread Approval with Notable Absent Votes
The proposal was adopted by a vote of 13-0, with Russia and China choosing not to vote. The US envoy the American delegate told the international body that it charted “a different path in the area for Israelis and Palestinians and all the people of the region alike”.
Negotiated Wording on Palestinian Statehood
Incorporation of mentions to an independent Palestine was the price the US agreed to for endorsement from the Arab and Islamic world, who are expected to contribute security forces for the international stabilisation force (ISF).
“Interim measures that we start today must be implemented in adhering to international law and upholding Palestinian self-determination,” the UK chargé d’affaires stated.
Israeli Resistance Persists
Nonetheless, on the eve of the resolution approval, Israeli prime minister Netanyahu reiterated his cabinet's strong objection to the creation of a Palestinian state, raising questions on whether the Israeli government will permit the enactment of the Council-backed plan.
Main Elements of the Resolution
- Prompt removal of remaining curbs on relief supplies into the strip
- Formation of an multinational peacekeeping unit
- Moves towards reconstruction and a possible “avenue to Palestinian self-determination and sovereignty”
Unclear Wording and Requirements
The inclusion to sovereignty was a compromise addition to an original American proposal which did not mention it. But the wording is ambiguous and dependent, declaring only that once the Palestinian Authority has implemented reforms and the rebuilding of Gaza is under way, “the circumstances may eventually be in position for a credible pathway to Palestinian independence and statehood.”
Global Response
The phrasing was insufficient of the firm commitment to the creation of a independent Palestinian entity alongside Israel requested by Arab countries, as well as EU representatives, but in speeches to the chamber after the vote, representatives from those states said they were willing to endorse the settlement in the interests of extending the ongoing cessation of hostilities and prompt actions to assist and secure the over two million Palestinian people in the territory.
“Algeria has finally decided to support of this resolution, a measure that we back its core objective, namely the preservation of the truce and the establishment of circumstances permitting the Palestinian population to exercise their basic entitlements to sovereignty and nationhood,” Algeria's representative announced.
Implementation Challenges
This measure grants comprehensive monitoring control to a “stabilisation committee” chaired by the US president, but of uncertain membership. The board has to update the international body but it is not required to follow the desires of the United Nations or by the PA.
Furthermore, it demands the establishment of a Palestinian technocratic committee that is tasked with overseeing routine management of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would take part.
Security Force Mission
The mission of the international stabilisation force empowers it to disarm and dismantle militant organizations in the territory, but it is quite ambiguous that potential participating nations would agree to attempt to face such groups. No country has yet pledged to dispatching troops.
Furthermore the requirements for changes to the PA, the precondition towards progress on independence, have been unclear.
European diplomats said they considered it urgent that the members of the expert panel to provide utilities was determined as promptly.
